Examples of oversight mechanisms include:

  • A citizen review board that investigates complaints of police brutality.
  • An in-house quality control team that determines whether the company’s methods and products are up to standard.
  • A system by which students can evaluate their courses and the teaching of their instructors.
  • A diverse committee that reviews the experiences of patients at a local clinic.

In this section, we’ll look at ways to set up processes that help assure accountability.

What do we mean by oversight and oversight mechanisms?

Oversight refers to maintaining a watchful eye on something. For instance, in the case of a citizen review board, an internal group monitors the quality and effectiveness of the service their organization provides. Oversight involves taking responsibility for the operation, implementation, and/or outcome of a process, program, organization or institution, or effort.

An oversight mechanism is the system or process used to maintain a watchful eye.

Just as every writer needs an editor, those doing work that affects the community need monitoring to assure that their work is effective, of high quality, and follows rules and regulations properly.

Oversight is a matter of someone paying attention. It is meant to catch potential problems as they arise, and to make sure that nothing is being done that’s likely to cause problems later. For instance, good oversight can detect illegal or unethical practices on the part of a business or government agency, pinpoint and change bad financial practices in a non-profit organization, or make sure that the public’s health is protected.

Oversight may be official – required by law or by external or internal regulations – or unofficial, as in the case of a watchdog group overseeing whether a government agency conducts itself fairly and according to its mandate. When oversight is official, the mechanisms for it – as well as the individual or group that is responsible for exercising it – are often specified by the laws or regulations that require it. When oversight is unofficial, the overseeing group or individual may be self-appointed, or may be asked to do the job.

Where oversight involves responsibility for the functioning and/or results of something, it can be set up within an agency, corporation, institution, or organization, or may be overseen by another body.

The activities of community health and development organizations can span a broad range, from planning, to intervention, to advocacy, among others. Maintaining the quality of these activities requires oversight mechanisms that reflect the vision, mission, values, and goals of the groups and individuals engaging in them. We’ll discuss establishing oversight mechanisms with that in mind.

Why establish oversight mechanisms?

There are a number of reasons why you might want to set up oversight:

  • To assure accountability. Oversight is also used to hold individuals and groups accountable for operating legally, ethically, and responsibly, and for producing the services, products, and/or outcomes they have promised or are contracted to provide.
  • To control quality. We normally think of quality control as an industrial issue, but it also applies to the quality of services, facilities, etc.
  • To ensure adherence to laws and regulations. Oversight may be used to make sure those agencies, corporations, and other entities – or departments or programs within those entities – are operating according to the rules set up by laws, controlling agencies, funders, or the entities themselves.
  • To control unfair treatment, corruption, illegality, and unethical behavior. Oversight includes processes for protecting against unfair treatment in which some groups benefit and others are excluded. Corruption by public officials—including the theft or misdirection of government funds and goods—can often be prevented, detected, or stopped by careful oversight. The same is true for illegal or unethical acts that are harmful to society, to particular groups, and to those who are meant to be served or helped by the groups or individuals committing those acts.
  • To ensure the effectiveness of programs or efforts for which you have responsibility. If you’re responsible, you need to make sure that everyone involved is following the process that’s been set up, and that the work is going according to plan. Oversight will also help you spot when the plan isn’t working, and help you and others involved determine how to change or fix it.
  • To help improve the wellbeing for everyone. Community wellbeing is enhanced when community interventions and initiatives are effective, when government is doing its job, when employers treat workers with respect and with concern for their safety, when business and government work to preserve rather than damage the environment, and when all community members get what they need to live.

Who should be involved in establishing oversight mechanisms?

The goal of effective oversight is to improve quality and to help people and organizations do the best work they can on behalf of the community. It often makes sense, therefore, to involve a variety of people and groups in the oversight process. Asking participants or students to evaluate the services or education they’re getting and recruiting community members to oversee local government services are two of many ways to accomplish this.

Those who might be involved in oversight to make the process more comprehensive and useful include:

  • Those from the groups most affected by the issue or situation involved.
  • Those providing the service or products for which oversight is directed (i.e., those being overseen).
  • Those ultimately responsible for the success of the effort – program directors, school principals, elected or appointed officials, etc.
  • Funders and others contributing resources or support to the implementation of the effort.
  • Community activists concerned with the issue or effort in question.

The oversight process works best if it is participatory, including both those affected and those responsible. Selection of who participates can be more challenging when the group or individuals at whom oversight is directed are resistant to being watched.

When should you establish oversight mechanisms?

The obvious answer here is “whenever oversight is necessary.” But when is that? The short answer is “whenever there is an effort or situation that needs attention.” Let’s examine what that means.

  • When an effort or new program or organization is starting. Oversight should be ongoing from the very beginning, so that quality is at the front of everyone’s mind, and so that problems with implementation or unfair treatment can be caught and addressed as early as possible.
  • When a problem needs to be prevented from occurring again. For instance, if the community has experienced patterns of police brutality or discrimination in housing, one way to address the situation is to set up a citizen review committee. This can help address unfair treatment by assuring accountability and establishing a channel of communication between community members and those responsible for institutions that should serve them.
  • When the quality or effectiveness of an effort or program is in question. In the ideal, there would have been oversight at the beginning; but if that wasn't the case, it should begin now, and continue as long as the effort does.
  • When there is an agreement, contract, or regulation to be followed. Oversight can ensure that all parties fulfill their obligations and get whatever compensation or benefits were promised.

Oversight in this case is often internal, in order to make sure, for example, that money is spent in the ways agreed upon with the funder. When oversight lapses, or when there is none, organizations may misspend money and be forced to pay it back or to close.

  • When an entity is engaged in an activity that is potentially harmful to the community, its members, or society. This can mean a violation of the law, such as illegal dumping of pollutants. It can also, however, refer to a private or government-funded construction project, a water treatment or food processing operation, or other perfectly legal activity that nonetheless could cause harm if procedures were not followed. Oversight can both help to prevent harmful situations, and to quickly catch them and spur appropriate steps if they do occur.

How do you establish oversight mechanisms?

In most situations, gather a group of stakeholders to plan and set up oversight mechanisms. As we’ve discussed, oversight often works best when it’s welcomed by everyone involved, and seen as a way to improve the work or the situation. One possible exception here is when the oversight is meant to catch suspected illegal, unethical, or otherwise harmful activity on the part of an entity. Even then, depending on the circumstances, it may make sense to involve representatives of the entity being overseen.

Decide what kind of oversight you need. The nature of the oversight will help you to structure an effective oversight mechanism. There are many different kinds of oversight, including:

  • Oversight in terms of accountability. Key questions include: Are people and entities doing their jobs? Do programs and initiatives have a positive effect (and do they have the intended effects)? Who’s responsible for making things better, and who needs help? Are government bodies implementing programs effectively, providing necessary public services, and enforcing laws and regulations consistently and fairly?
  • Oversight of the operation of a program, effort, or organization. Key questions include: Is it going according to plan? Is it using the methods and procedures it was designed to? Is it accomplishing what it’s meant to do?
  • Oversight of conduct of a service, organization, government agency, etc. Is there fairness, discrimination, or consistency of quality? Is it adhering to rules and regulations in a reasonable way (compliance)? Is it doing its job?
  • Oversight of the performance of individuals in an organization or institution – supervision of service providers, teachers, managers, etc. This works better as a formative evaluation; that is, instrumental in helping the individual improve performance—rather than summative judgment leading to punishment.
  • Oversight of the conduct of individuals in organizations and government. Are they adhering to the rules, behaving ethically, not overstepping their authority, not engaged in conflicts of interest, etc.?
  • Oversight of processes to make sure they’re conducted properly, and that policies and procedures are followed and effective. This includes oversight of budgets to ensure that no one is overspending, or over- (or under-) spending in a particular area, and to flag potential fiscal problems in time to address them.
  • Oversight of agreements and contracts to be sure that their terms are carried out as specified, and that both parties are fulfilling their obligations and receiving what was agreed upon.
  • Oversight to protect vulnerable individuals. This refers to certain individuals, as well as the services provided to them, that may need to be monitored for their own safety or well-being; for instance, a child with special needs, a hospital or clinic patient, or a frail elder.

Choose an oversight mechanism that is best suited to the type of oversight you expect to conduct. Oversight mechanisms can take a number of different forms, depending on their purpose:

  • Oversight by a designated or responsible individual or group. Oversight of an organization may be conducted by its director. Fiscal oversight of an organization, institution, or business may be conducted by its chief fiscal officer, treasurer, or a board financial committee. In some cases, certain individuals or groups – often boards of directors – are legally responsible for ensuring that their organizations act legally and in compliance with the requirements of funders and contracts.
  • External oversight by a funder, government agency, or other responsible body. This kind of oversight may take the form of spot checks or regular reports (see below), or may be contracted out to a consultant or third party.
  • An oversight committee. This might be a citizen oversight panel for a government agency or service such as the police, environmental services, or public health; or an internal oversight committee within an agency, institution, corporation, or organization. Oversight committees are generally official, established either by or with the collaboration of the body that’s being overseen. Citizen oversight committees almost always include members of the population most affected by the entity being overseen; for instance, tenants for a public housing authority or community residents for a local community health board.
  • A watchdog group. This is an organization or less formal group whose mission is to identify and publicize corruption, lawbreaking, discrimination, or other illegal or unethical behavior on the part of government agencies or officials, business and industry, or other sectors of the community that have the power to harm individuals, groups, or the community or society as a whole.
  • A monitoring and evaluation process. This could be internal or external, with the monitoring and evaluation carried on within an organization or institution by staff members, or conducted by a consultant or other body from outside. In the ideal, evaluations might be produced annually or more often. These could then be used to assess progress in meeting objectives or determine the quality of services, and to use that information to make indicated improvements.

There are many ways to conduct an evaluation process. It can be collaborative, with everyone involved contributing; or it can be carried out solely by an individual or small group with limited input from anyone else. The Tool Box recommends that an evaluation process be as collaborative and inclusive as possible. If it’s devised and owned by those being overseen by it, and if they participate actively in it, it’s more likely not only to go smoothly, but also to produce accurate and useful information. If it’s seen as an adversary process, an evaluation can precipitate withholding information and cooperation in ways that reduce utility.

  • Spot checks by staff, supervisors or program directors. This method might be used in almost any oversight situation where scarce resources make more intensive oversight difficult.
  • Regular oral and/or written reports on the work being done and its results. Since the reports are usually prepared by those doing the work that’s being overseen, the effectiveness of this mechanism depends on the reporters’ honesty, perceptiveness, and critical reflection on what is happening.
  • Mechanical oversight, as by the use of cameras, audio recorders, or mechanical inspection of activities and products. This method might be used for supervision of activities (e.g., client service) or for environmental efforts (oversight of deforestation or biodiversity, for example). In most cases, the results of the mechanical oversight should be available to review by those who performance or outputs are being watched.

Any or all of these mechanisms can be enhanced by feedback and systematic reflection on what is occurring by those who are the objects of the oversight, and from those most affected by the entity or organization responsible.

Decide who will conduct the actual oversight. This will be determined, at least in part, by what kind of oversight you’re conducting. Internal monitoring might be done by supervisors, with the cooperation of the staff members being monitored, or by a committee composed of staff from different parts of the organization. A funder might exercise oversight through an external consultant or evaluator, or through reporting by the funded agency or organization. An organization’s treasurer or fiscal officer might oversee the budget to make sure that funding is being spent for the approved purposes. A community oversight committee would be composed of community members affected by the agency or activities in question.

Decide on the methods you will use to conduct the oversight. They should be appropriate to the situation and to the character of your organization or effort. The more your organization emphasizes inclusion and participation, for example, the more inclusive and participatory your oversight should be. Any oversight you conduct should model your organization’s vision, philosophy, and standards.

Obviously, methods can vary greatly, depending on the nature of the oversight. You wouldn’t oversee an environmental improvement operation – forest management, wildlife habitat restoration – in the same way you would the functioning of a hospital or the conduct of a government agency.

​Some possible methods you might use to implement oversight mechanisms:

  • Individual and group interviews with administrators or managers and staff members, present and past participants, funders, and others affected by or familiar with the entity’s work.
  • Casual conversation with staff members and administrators.
  • Direct observation of the work of the entity. This might entail accompanying staff members periodically, walking through a facility and stopping to watch activity, staying in one place to observe action in the area, etc. In some cases, it might mean going to a place at many different times, days of the week, and seasons to understand what happens there under different circumstances.
  • Embedding into the work of the entity, also known as participant observation. In this situation, the person conducting oversight takes on the role of a staff member or administrator and participates in the day-to-day life of the entity.
  • Study of organizational or agency files, records, and financial reports, as well as its history, funding sources, and philosophy.
  • Research into practice models or theory that underlies the work of the entity.

Train those who will conduct the oversight if necessary. Conducting oversight can be different from conducting an evaluation. You may or may not have the cooperation of the individuals or entity being overseen, even if they are involved in establishing an oversight mechanism for the process. Some important guidelines for oversight, therefore, concern how you approach the individuals and entities subject to it.

You, or whoever is involved in conducting the oversight, particularly those who have never done something similar before, may need training. Some things those who actually conduct the oversight should be guided by include:

  • Get to know the organization or entity you’re overseeing – its history, structure, vision and mission, finances, the nature of its staff and administrators, the organizational culture, etc. Learn as much as possible about the work of the entity and the individuals who perform it. Try to get a sense of the pressures and requirements of the work, and of the commitment staff members have to it and to their employer.
  • Understand that people may not want you there, either because they don’t want oversight, or because you’re interrupting their work.
  • Try to establish a rapport with people you interview or interact with. Be natural and respectful. Treat everyone like a colleague.
  • Listen carefully to what people tell you, and ask follow-up questions where it’s appropriate. Listen more than you talk.
  • Use open-ended questions as much as possible, i.e., questions that require more than a yes-or-no answer.
  • Whenever you’re engaging in oversight activities, use all your senses. Watch body language, pay attention to the environment – noise level, smells, temperature, etc. – and to the interactions among people.
  • Take careful notes in whatever way is easiest and most comfortable for you and others. That may mean pencil and paper, a laptop or notebook computer, a smart phone, or a small tape recorder. Whatever you use, you should explain what you’re doing to anyone you have formal contact with. If you take pictures, or record via audio or video, you should get people’s permission beforehand.
  • Respect people’s time. Be on time for meetings and appointments, and don’t take more time than necessary.
  • Produce reports regularly, and share your findings with those who are subject to oversight.
  • Praise people for their work where appropriate. Don’t blame or criticize. Your findings should make clear where there need to be improvements.

Create an analysis and reporting system. Both the process and the observations that come out of oversight should be recorded for two reasons:

  • To show that the organization, institution, or effort is doing its job in keeping track of what goes on.
  • To use the information to improve both oversight and the quality of the operation.

To accomplish both these purposes, you’ll need to regularly record and make available the information you get from oversight mechanisms. In addition, you’ll want to develop a process for analyzing that information so that you can spot potential problems or irregularities and correct them.

Catching potential problems with finances is particularly important area for oversight. In the spring of 2012, J.P. Morgan-Chase, one of the largest banks in the U.S., and supposedly the best-managed, announced a loss of over $2 billion that occurred because the company’s top-level management and Board of Directors failed to exercise proper oversight of the bank’s investments. While most non-profit organizations are not likely to lose billions to bad investments, they can nonetheless make financial decisions that lead to limiting services, laying-off staff members, or going out of business entirely. If the right people in the organization get accurate information from proper oversight, they can prevent many of these failures or consequences. That’s why reporting and analysis are necessary.

Determine how you will use oversight to maintain or improve the quality of your work or of the entity or situation you’re overseeing. What areas of the work or organization will you oversee? This question is especially important if you don’t have a lot of resources to put toward oversight. Another important issue is what purpose your oversight will serve. Is it meant to prevent something – harassment or discrimination in the workplace, illegal pollution of the air or waterways, misuse of public funds – or is the purpose to maintain a standard of practice and effectiveness? Is it meant to show – accurately – that you’re practicing “due diligence” (i.e., doing what you’re supposed to be doing) by keeping careful track of all phases of your effort or organization? How will you use the information you get from oversight to analyze your work and change it to improve it?

The answers to these questions will help to determine how to set up an oversight mechanism that meets your needs. If you’re using oversight to prevent illegal or unethical activity, for example, you probably won’t announce when you’re going to be watching. The opposite may be true if part of its goal is to improve practice or the functioning of an organization or system. If your goal is to keep careful track of finances or of another aspect of an organization or agency, then you’ll want to set up procedures to make that as easy as possible to see patterns in income and expenditures.

Evaluate the effectiveness of your oversight mechanism and adjust it as necessary. Oversight itself should be monitored to make sure that it is attending to everything that needs attention. If it’s not, the mechanism, like any other aspect of your work, should be adjusted to make it work well. Checking regularly – at least every few months – to make sure you are getting the information that allows proper oversight can save a great deal of hassle in the long run.

Continue oversight over the long term. As we explained at the beginning, oversight is a long-term commitment. If things are going well, exercising good oversight helps to maintain progress. If oversight is meant to prevent problems, you can bank on problems arising as soon as oversight stops. You need to establish oversight mechanisms that can be sustained indefinitely, and then use them consistently to make sure that all goes well.

In Summary

We set up oversight mechanisms to keep a watchful eye on things. Most organizations, institutions, and businesses – and some governments – exercise some form of oversight over their own operations to make sure they don’t make financial, legal, ethical, or programmatic mistakes that can threaten their effectiveness or existence. In addition, funders, government agencies, and other entities may exercise oversight over those to which they give resources or for which they are legally responsible. Citizens or citizen organizations may oversee entities that affect their lives or that can harm individuals or the community. For public agencies, having a board of directors may be a legal obligation.

Oversight mechanisms often work best when both those who employ them and those subject to them participate in their development and implementation. They need clarity of purpose and structure, consistent methods, and training where necessary for those who will use them. Technical support can be helpful in establishing analysis and reporting systems, regular monitoring, and using the information to make adjustments.

دبلیو. ادواردز دِمینگ، که پیشه‌وری بانفوذ در صنایع آمریکا در جریان جنگ جهانی دوم و پس از آن در صنایع ژاپن بود، اصول مدیریتی موفقانه‌ای بر مبنای کیفیت تدوین کرد. این اصول، توسعه سیستمی انعطاف‌پذیر و پویا را توصیه می‌کند که در آن همه دست‌اندرکاران یک شرکت در تولید کالا دست دارند، کالایی که تولید می‌کنند دقیقا نیازهای مشتری را برآورده می‌کند، در هر بار استفاده کاربردش را با همان دقت اولیه ارائه می‌دهد، به مناسب‌ترین قیمت ارائه می‌شود، و به طور مستمر بهبود می‌یابد. از ایده‌های دمینگ اغلب با عبارت «مدیریت مجموعی کیفیت» یا Total Quality Management یاد می‌کنند و این ایده‌ها به چندین تئوری مشابه در مدیریت و نیز ابداعاتی در تولید و صنعت در جهان منجر شده است. 

چرا کیفیت مهم است؟ 

واژه کیفیت در زمینه تبلیغ و توسعه‌ باهمستانی، سلامت و سازمان‌ و یا ابتکارات مرتبط با خدمات انسانی، دقیقا چه معنایی دارد؟ 

یک برنامه‌ باکیفیت:

  • به موثرین شکل ممکن به نیازهایی پاسخ می‌دهد که برای رسیدگی به آن طراحی شده 
  • کاملا با ماموریت و فلسفه سازمان یا گروهی که آن برنامه را اجرا می‌کند، همخوانی دارد
  • به نیازها و فرهنگ جمعیت هدف حساس است
  • مدلی برای رفتار اخلاق‌مدارانه است

اما چرا کیفیت برای سازمان‌هایی که در سطح باهمستان کار می‌کنند، مهم است؟

  • کیفیت گروه یا سازمان را در برطرف ساختن نیازهایی که نگران آن است، موثرتر می‌سازد.
  • کیفیت به قوت و اعتبار سازمان یا ابتکارعمل می‌افزاید.
  • از نظر اخلاقی، شما ملزم به آن‌ هستید که خدمات و یا تبلیغ شما از بهترین کیفت ممکن برخوردار باشد
  • کیفیت همیشه در درازمدت مقرون به صرفه است

توسعه «فرهنگ کیفیت» می‌تواند تاثیرات مثبتی روی سازمان شما بگذارد

  • اگر کارمندان و داوطلبان بدانند که آن‌ها و سازمانی که برای آن کار می‌کنند، کاری را به بهترین شکل ممکن انجام می‌دهند، روحیه می‌گیرند و به خود و سازمان خواهند بالید. 
  • تلاش برای کیفیت، به توسعه سازمانی و شایستگی فردی خواهد انجامید و نتیجه آن تداوم بهبود سازمان است. 
  • یک برنامه باکیفیت به شکلی مستمر سطح عملکرد خود را افزایش داده و نحوه ارائه خدماتش را بهبود می‌بخشد و این امر به نوبه خود به سازمان اعتبار می‌دهد و در نهایت به جمعیت مورد هدف فایده می‌رساند.

اصول پایه «مدیریت مجموعی کیفیت» چیست؟ 

چند پیش‌فرض اولیه بنیان ایده‌ مدیریت مجموعی کیفیت را تشکیل می‌دهد. در این بخش نگاهی خواهیم داشت که این‌که چطور این اصول می‌تواند برای سازمان یا ابتکار شما سودمند باشد. 

عناصر کلیدی کیفیت مجموعی 

  • تمرکز بر مشتری: نیازهای مشتری باید نقطه آغازین هر کاری باشد که یک سازمان انجام می‌دهد. در کار شما، «مشتری» جمعیت هدف و یا باهمستانی‌ست که از خدماتی که ارائه می‌کنید و یا فعالیتی که انجام می‌دهید، بهره می‌برد. نیازهایی که به آن پاسخ می‌دهید، چیست؟ چطور می‌توانید به شکلی موثر، مناسب و با احترام به مردمی که قصد خدمت به آن‌ها را دارید، این نیازها را برطرف سازید؟ 
  • وسواس در کیفیت: کیفیت امری است که باید از همان آغاز در نظر گرفته شود و در همه اموری که یک سازمان یا کسب‌وکار انجام می‌دهد، گنجانده شود. برنامه‌ریزی دقیق، نظارت بر کار، و ارزیابی و اصلاح از اهمیت ویژه‌ای برخوردار است. کیفیت با رفع نواقص یک کالا قبل از رسیدن به مشتری به دست نمی‌آید؛ بلکه با ایجاد سیستمی به دست می‌آید که اصولا اجازه ندهد کالای ناقصی تولید شود. اگر سازمانی بخواهد عملکرد با کیفیتی داشته باشد، همه کارکنان آن باید این نگرش را درک کنند و عملی سازند. 
  • بهبود مداوم سیستم‌ها: کار یک سازمان باید به عنوان فرایندی تلقی شود که هرگز پایان نمی‌یابد. هر برنامه‌ای همیشه می‌تواند بهتر شود و همگام با تغییر نیازهای باهمستان و یا جمعیت هدف باید تغییر کند. 
  • وحدت هدف: برای دستیابی به کیفیت همه در یک سازمان یا کسب و کار باید یک هدف واحد داشته باشند. این امر به معنای حمایت متقابل در سرتاسر سازمان است. نباید دعواهای بی‌اهمیت و حسادت و رقابت‌های نالازم وجود داشته باشد. تعامل افراد با هم باید مبتنی بر همیاری و کمک متقابل باشد و هدف همه دستیابی به بهترین عملکرد ممکن برای کل سازمان. 
  • کار گروهی: افراد در کار تیمی، در مقایسه با کار انفرادی، با همکاران و سازمان خود رابطه بهتری برقرار می‌کنند و به نتایج بهتری نیز دست پیدا می‌کنند. کار تیمی فشار کار بر افراد را کاهش می‌‌دهد و معمولا همه را به عملکرد بهتر تشویق می‌کند. 
  • دخیل بودن کارکنان: اگر همه در یک سازمان به کیفیت عملکرد متعهد باشند، در آن صورت تمام کارمندان می‌بایست توانایی سهم‌گیری در دستیابی به اهداف را داشته باشند. این امر به معنای آن است که افراد باید تسلط کافی بر کاری که به آن‌ها سپرده شده را داشته باشند و آن‌ را به شکلی موثر انجام دهند. و نیز این‌که نظرات و ایده‌های همه باید محترم باشد و جدی گرفته شود. 
  • یادگیری و آموزش: دستیابی به کیفیت نیازمند یادگیری مداوم کارکنان یک سازمان است و این یادگیری باید بخشی از فرهنگ سازمانی باشد. کارمندان نه تنها باید از همدیگر یاد بگیرند، بلکه باید به شرکت در دوره‌های آموزشی و کارگاه‌هایی که سازمان برگزار می‌کند، و بازدید از سایر سازمان‌ها و فعالیت‌های مشابه نیز ترغیب شوند. این امر به آن‌ها کمک می‌کند که به شکل مستمر ایده‌ها و مفاهیم جدیدی بیاموزند. 
  • رویکرد علمی: برای سازمان‌هایی که در سطح باهمستان کار می‌کنند، رویکرد علمی به معنای کاربرد بهترین پژوهش‌های موجود و نیز تجربه‌ دیگران، در برنامه‌ریزی یک برنامه یا ابتکارعمل است. چنین رویکردی شانس بیشتری برای موفقیت و دستیابی به کیفیت، در مقایسه با صرفا تکیه بر کارکرد غریزی و یا روش‌های به ظاهر«مصلحت‌اندیشانه» دارد.
  • تعهد درازمدت: بهترین کار دنیا هم اگر ادامه داده نشود، در نهایت بی‌فایده خواهد بود. کیفیت یک مفهوم درازمدت است: باید برای بهبود آن به طور مداوم تلاش کرد، حتی وقتی که به سطحی قابل پذیرش از کیفیت دست یافته‌ایم. «قابل پذیرش» بودن هیچ‌وقت کافی نیست. در واقع، دستیابی به کیفیت فرایندی پایان ناپذیر است، چرا که آن‌چه برای رسیدن به آن تلاش می‌کنید «بالاترین سطح ممکن از کیفیت» است. 

چرخه دِمینگ

پیش‌فرض‌های بالا بنیان «چرخه دمینگ» را تشکیل می‌دهند که در واقع فرایندی برای تولید و فروش یک کالای باکیفیت است. در بخش‌های بعدی باز هم راجع به چرخه دمینگ صحبت کرده و می‌بنیم که چگونه می‌توانید در تبلیغ،‌ توسعه باهمستان، سلامت و یا در زمینه ارائه خدمات انسانی از آن استفاده کنید.

برنامه‌ریزی: درباره مصرف‌کننده‌ها تحقیق کنید و نتایج آن را در برنامه‌ریزی برای تولید کالا به کاربرید.

اجرا: کالا را تولید کنید.

وارسی: کالا را وارسی کنید تا اطمینان یابید که مطابق به برنامه تولید شده است.

اقدام: برای کالا بازاریابی کنید.

تحلیل: استقبال از کالا در بازار را با درنظرداشت کیفیت، قیمت و دیگر اطلاعات تحلیل کنید. 

چگونه با کاربرد اصول «مدیریت مجموعی کیفیت» و اصول دیگر به کیفیت عملکرد دست پیدا کنید؟

کاربرد چرخه دمینگ، همزمان با درنظرداشت برخی از اصول پایه مدیریت مجموعی کیفیت می‌تواند به شما در طراحی، ارائه، بهبود و حفظ یک برنامه یا ابتکار عمل کمک کند. 

برنامه‌ریزی

درباره مصرف‌کننده تحقیق کنید و نتایج آن را در برنامه‌ریزی برای تولید کالا به کار برید. «کالا» در این جا برنامه‌ای‌ست که قصد اجرای آن را دارید و «تحقیق درباره مصرف‌کننده» بررسی نیازهای واقعی جمعیت هدف، باهمستانی و یا گروهی است که زیر تاثیر برنامه شما قرار خواهد گرفت. 

از این رو، «برنامه‌ریزی» بخشی از چرخه‌ای‌ است که می‌تواند شامل موارد زیر باشد

  • اجرای ارزیابی نیازها،‌ روندی که در آن همه افراد ذینفع دخیل‌اند
  • تصمیم‌گیری درباره این‌که نتایج مطلوب، از دید جمعیت هدف، سازمان و باهمستان چه باید باشد
  • تعیین راه‌های عملی دستیابی به آن نتایج به شکلی که با اصول راهنمای سازمان همخوانی داشته باشد، همه‌شمول باشد (نسبت به همه افراد محترم باشد و به تعداد هرچه بیشتری از مردم و گروه‌ها نفع برساند) و نیز با نیازها و فرهنگ جمعیت هدف همخوان باشد. 
  • تعیین شاخصه‌هایی برای مشخص کردن دستیابی به نتایج و یا مقطع‌های مهم در راه رسیدن به آن نتایج
  • دعوت از همه ذینفعان برای مشارکت در تدوین برنامه

اجرا

تولید کالا. «کالا» بخشی از فرایند طراحی برنامه، تلاش‌ها، راهبردهای کاری و غیره است که نیازهای مشخص شده در بخش «برنامه‌ریزی» چرخه را برآورده می‌سازد. قسمت عمده کار در این جا نه تنها به اصول مدیریت مجموعی کیفیت، بلکه به اصول بدیهی معقول و سازمان‌دهی نیز بستگی دارد. 

وارسی

کالا را وارسی کنید تا اطمینان یابید که مطابق به برنامه تولید شده است. جزییات و شکل فعالیت یا ابتکارعمل را با برنامه‌ تدوین شده مقایسه کنید. آیا فعالیت یا ابتکارعمل با نیازهای تشخیص داده شده همخوانی دارد؟ آیا به نظر می‌رسد که به نتایج دلخواه به شیوه‌ای مناسب دست خواهد یافت؟ آیا همه‌شمول است؟ آیا در توسعه آن همه مشارکت داشته‌اند؟ آیا عملی است؟ آیا آماده پیاده‌سازی است؟

اقدام

برای کالا بازاریابی کنید. «بازاریابی کالا» این‌جا در واقع به معنای اجرای فعالیت یا ابتکارعملی است که برنامه‌ریزی کرده‌اید. 

تحلیل

استقبال از کالا در بازار را با درنظرداشت کیفیت، قیمت و دیگر اطلاعات تحلیل کنید. تحلیل در این چارچوب - یعنی بررسی کاری که انجام می‌دهید، ارزیابی آن و سپس تلاش برای بهبود آن - باید براساس برنامه اصلی و با گفتگو میان مشارکت‌کنندگان، کارمندان و دیگران صورت گیرد.

از سرگیری چرخه

تحلیل شما به طور طبیعی باید به جلسات برنامه‌ریزی جدید بیانجامد و در صورت لزوم، به بازاندیشی و کار بیشتر بر روی فعالیت یا ابتکارعمل و یا حتی خود سازمان. 

چطور کیفیت عملکرد را حفظ کنید؟

گرچه حفظ و نگهداشت کیفیت تا حدی در چرخه دمینگ گنجانده شده، اما نیازمند تعهد و اقداماتی ویژه است. 

نهادینه‌سازی پویایی

یک سازمان باید پویا باشد؛ همواره رو به جلو حرکت کند، دائم به دنبال بهبود باشد و پویایی را در خود نهادیه کند

برنامه‌ریزی راهبردی درازمدت 

برای حفظ کیفیت، یک سازمان نیاز دارد که به طور مستمر به خود و اهداف درازمدتش بنگرد. 

تحلیل سُوات (SWOT)

یکی از راه‌ها برای یافتن پاسخ به این پرسش‌ها کاربرد ابزار دیگری است که بخشی از آن از اصول «مدیریت مجموعی کیفیت» به عاریه گرفته شده: تحلیل SWOT که مخفف نقاط قوت (Strengths)، نقاط ضعف (Weaknesses)، فرصت‌ها (Opportunities) و تهدیدها (Threats) است. هر یک از پرسش‌های بالا می‌تواند با این ابزار بررسی شود. نقاط قوت و ضعف سازمان‌ شما در خصوص هر یک از پرسش‌ها چیست؟ چه فرصت‌های برای سازمان در هر کدام از عرصه‌های کارکرد آن وجود دارد؟ تهدیدها و یا چالش‌ها بر سر راه موفقیت سازمان و نگهداشت کیفیت عملکرد آن چیست؟ 

کاربرد ابزار تحلیلی سوات در همه عرصه‌هایی که سازمان شما در آن فعال است، پیشبینی و آمادگی گرفتن برای رویدادهای نامطلوب را آسان‌تر می‌سازد و به شما یادآوری می‌کند که ابتکارعمل خود را بر روی نقاط قوت خود بنا کنید. 

دیگر جنبه‌های فرایند برنامه‌ریزی

برخی از عرصه‌های ویژه که برنامه‌ریزی راهبری درازمدت باید به طور مرتب به آن بپردازد:

  • بازنگری چشم‌انداز سازمان، اصول راهنما و ماموریت آن. آیا این سه هنوز با کاری که سازمان می‌کند، مرتبط است؟ آیا هنوز همان چیزی است که سازمان به آن باور دارد؟ آیا نیاز است که این سه بازتعریف شوند؟ 
  • بازنگری اهداف سازمان. آیا اهداف سازمان با نیازهای شناسایی شده‌ای که باید به آن می‌پرداخت، کماکان مرتبط است؟ آیا اهداف با چشم‌انداز و ماموریت سازمان همخوانی دارد؟
  • بازنگری راهبردهای فعلی سازمان برای رسیدن به اهدف. آیا شیوه‌های فعلی موثر است؟ آیا با چشم‌انداز، ماموریت و اصول راهنمای سازمان همخوان است؟ آیا این راهبردها عملی‌ است؟ آیا برای باهمستان مناسب است؟ آیا همه‌شمول و محترم است؟ آیا اخلاقی است؟

ادامه راه

مهمترین چیزی که باید درباره حفظ کیفیت عملکرد -- و یا به عبارت دیگر، حفظ یک سازمان -- درک کنید این است که هیچ وقت نمی‌توانید تداوم راه را متوقف کنید. هیچ تلاشی برای حفظ کیفیت ورای ادامه آن تلاش تاثیر نخواهد داشت. فارغ از آن‌که پویایی تا حد در سازمان شما نهادینه شده و یا فرایند برنامه‌ریزی شما تا حد عالی‌است،‌ این امور نیاز به مراقبت دائمی دارد. 

خلاصه

دستیابی به کیفیت عملکرد و حفظ آن برای جمعیت هدف، حامیان مالی و باهمستان مهم است. 

کاربرد برخی از اصول «مدیریت مجموعی کیفیت» و بخصوص چرخه دمینگ (برنامه‌ریزی، اجرا، وارسی، اقدام، تحلیل) می‌تواند در دستیابی به سطح بالایی از کیفیت و ادامه بهبود کمک کند.

در کل، دستیابی به کیفیت و حفظ آن نتیجه این‌هاست:

  • برنامه‌ریزی دقیق
  • توسعه فعالیت یا ابتکارعملی که مطابق به برنامه‌ تدوین شده به پیش می‌رود
  • اجرای برنامه به شکلی که کیفیت در آن مد نظر گرفته شود
  • ارزیابی مداوم نحوه اجرا و نیز کارکرد سازمان 
  • تطبیق ویژگی پویایی بر سازمان و اراده برای تغییر مستمر در تلاش برای دستیابی به راهی بهتر جهت رسیدن به اهداف 
  • ادامه راه به شکل بی‌پایان

منظور از دریافت بازخورد از مشارکت‌کنندگان چیست؟

به طور کلی منظور از دریافت بازخورد از مشارکت‌کنندگان، به معنی شنیدن واکنش‌ها، اظهارنظرها و انتقادها نسبت به روند اجرای پروژه از زبان افرادیست که به نوعی از روند اجرای آن تاثیر می‌پذیرند. دریافت بازخورد ازمشارکت‌کنندگان به ما کمک می‌کند روند اجرای اقدامات را براساس نیاز و خواسته اعضای باهمستان و یا مشارکت‌کنندگان در پروژه تعریف و اجرا کنیم. هرچه سازوکارهای دریافت بازخورد از مشارکت‌کنندگان قوی‌تر باشد و طیف بیشتری از فعالیت‌ها را از مرحله برنامه‌ریزی تا ارزشیابی دربر بگیرد، میزان کارآمدی اقدامات بیشتر خواهد شد. 

بازخورد لزوما به معنای انتقاد یا گلایه نیست. بازخورد بازتابی است از نوع نگرش، برداشت و یافته‌های فردی یا گروهی از افراد در مورد یک موضوع مشخص. دریافت بازخورد از افراد مشارکت‌کننده در یک اقدام یا ابتکار به طراح و مجری آن اقدام کمک می‌کند تا عملکرد و تاثیر آن را از زاویه گسترده‌تری رصد کند تا بتواند مسیر حرکت پروژه را به نحوی پیش‌برد که همه ذینفعان و مشارکت‌کنندگان به دریافت مشترکی از چرایی اجرای پروژه و نتایج حاصل از آن برسند.

بدون تردید، بازخوردها گاهی مثبت و سازنده هستند، گاهی منفی و بازدارنده و گاهی بی‌طرفانه. 

علاوه بر این عوامل مختلفی بر نوع بازخورد تاثیر می‌گذارند:

  • گاهی کاملا عینی و مبتنی بر شواهد و مستندات هستند و گاهی نتیجه واکنش‌های احساسی یا دفاعی افراد. ویژگی‌های فرهنگی و یا میزان اعتماد به سایر مشارکت‌کنندگان نیز بر نوع بازخورد تاثیر دارد. 
  • میزان دانش و تجربه افراد در مورد باهمستان یا مناسبات و روابط بین اعضای آن نیز بر کیفیت و نوع بازخورد تاثیر می‌گذارد. 
  • نوع دریافت بازخورد هم عامل تعیین کننده دیگری است. بازخوردها گاهی به صورت داوطلبانه و بدون برنامه‌ریزی قبلی اعلام می‌شوند و گاهی دریافت بازخورد از مشارکت‌کنندگان مستلزم طراحی یک سازوکار مشخص و ارسال درخواست‌ رسمی از آنان است.

علاوه بر این بازخوردها انواع مختلفی دارند و معمولا تنوع بازخوردها حاصل به کارگیری تلفیقی از شیوه‌های مختلف است:

  • بازخوردهای کلامی مستقیم که اغلب مفیدترین نوع بازخورد هستند و در پاسخ به سوالی صریح و ساده به صورت شفاهی یا کتبی بیان می‌شوند. اما متاسفانه امکان دریافت بازخوردهای کلامی همیشه مهیا نیست. 
  • بازخوردهای کلامی غیرمستقیم که معمولا بدون طرح سوال یا درخواست، بطور اتفاقی در خلال گفت‌وگوها یا فعالیت‌های مختلف و در موقعیت‌های مختلف بیان می‌شود.
  • بازخوردهای غیرکلامی مستقیم، که در واکنش و رفتار مشارکت‌کنندگان نسبت به کاری که قرار است انجام دهند دیده می‌شود. مانند بی‌توجهی به تسهیلگر هنگام برگزاری جلسات، حاضر نشدن در کارگاه آموزشی، بی‌مسئولیتی نسبت به وظایف تعیین شده. بازخوردهای غیرکلامی مستقیم، در برخی موارد ممکن است به صورت رفتارهای خشونت آمیز دیده شوند به‌ویژه از سوی کودکان و نوجوانان و افرادی که در معرض آسیب‌های اجتماعی هستند. 
  • بازخوردهای غیرکلامی غیرمستقیم که برآمده از پیام‌های غیرکلامی مانند حرکات چهره یا بدن، یا لحن صحبت است. اینکه مشارکت‌کنندگان در ابتدای برنامه و حضور در جلسات احساس راحتی نکنند، هنگام صحبت کردن صدایشان بلرزد یا موضعی پرخاشگرانه و یا منفعل نسبت به تسهیلگران داشته باشند طبیعی است. اما اگر این حالت در آنها ادامه پیدا کند نشانه‌ایست که باید به عنوان یک بازخورد غیرکلامی جدی گرفته شود. 

علیرغم اهمیت زیادی که دریافت بازخورد دارد، اما این به معنی درستی و اعتبار صددرصدی آنها نیست. دریافت بازخورد تنها یک مرحله از سازوکار بازخورد است که نیاز به بررسی و تحلیل دارد. این بررسی معمولا بر اساس کیفیت عملکرد پروژه، مقایسه با سایر بازخوردها و همچنین جایگاه و نقش منبع بازخورد انجام می‌شود. 

چرا به بازخورد مشارکت‌کنندگان نیاز داریم؟

  • دریافت بازخورد به معنی در نظر گرفتن مشارکت‌کنندگان است. 
  • بازخوردها مبنا و ابزار معتبری برای محک زدن کیفیت برنامه و بهبود عملکرد هستند. 
  • بازخوردها به ما کمک می‌کنند که در کوتاه‌ترین مدت تاثیر عملکرد پروژه را در بخش‌های مختلف باهمستان مشاهده کنیم یا نسبت به آن آگاه شویم.
  • با توجه به بازخوردها متوجه می‌شویم چه بخش‌ها یا روش‌هایی نیاز به بازبینی یا اصلاح دارند. 
  • با تحلیل مداوم بازخوردهایی که دریافت می‌کنیم می‌توانیم از اولویت‌های مشارکت‌کنندگان باخبر شویم و بر آن اساس برنامه‌ریزی کنیم. ای بسا این اولویت‌ها در اهداف اصلی نیامده باشد.
  • براساس بازخوردی که دریافت می‌کنیم، متوجه می‌شویم مشارکت‌کنندگان از نحوه برخورد ما و اعضای تیم مجری در حین اجرای پروژه چه برداشتی دارند. گاهی اوقات رفتار یا لحن گفتاری که از نظر تیم مجری محترمانه است ممکن است از نظر مشارکت‌کنندگان خوشایند نباشد و یا سوء‌تفاهم ایجاد کند.

بازخورد کدام‌یک از مشارکت‌کنندگان اعتبار بیشتری دارد؟

در روند مداخله بازخورد همه مشارکت‌کنندگان مادام‌که آگاهانه، داوطلبانه و صادقانه باشد دارای اعتبار است. بازخورد کودکان، نوجوانان و بزرگسالان فارغ از اینکه چه خاستگاه اجتماعی، اقتصادی و فرهنگی داشته باشند و یا میزان تحصیلات و تجربه‌هایشان چقدر باشد می‌تواند سازنده باشد. اما آنچه که نقش مشارکت‌کنندگان را در ارایه بازخورد پررنگ‌تر می‌کند مرتبط بودن زمینه بازخورد به خاستگاه فردیست که بازخورد می‌دهد. برای مثال در پروژه‌ای که با هدف برنامه‌ریزی برای اوقات فراغت نوجوانان طراحی شده، بازخورد نوجوانان دارای اعتبار بیشتری است و یا در پروژه‌ای که با هدف کاهش سموم شیمیایی در محصولات کشاورزی در حال اجراست، بازخورد کشاورزان و افرادی که در روند تولید محصول مشارکت‌دارند دارای اعتبار است. علاوه بر این بازخوردهای مختلف وقتی در کنار هم تحلیل و بررسی می‌شوند دارای معنا و فایده بیشتری می‌شوند. 

آیا بازخورد کسانی که در پروژه مشارکت ندارند یا تمایلی به ارائه بازخورد ندارند دارای اهمیت است؟

  • معمولا در طول فرایند، برخی افراد به دلایل مختلف خواسته یا ناخواسته از مشارکت باز می‌مانند. بعضی از این افراد به حاشیه رانده می‌شوند، بعضی از آنها تغییری در زندگی‌شان رخ نمی‌دهد و بعضی از آنها موانعی در پیشرفت پروژه ایجاد می‌کنند. بازخورد این افراد ابزاریست که به تسهیلگران و برنامه‌ریزان کمک می‌کند دلایل عدم مشارکت آنها را دریابند. با دریافت بازخورد از آنان متوجه می‌شویم به چه دلیل مشارکت نداشته‌اند. به چه دلیل فرایند را ترک کرده‌اند؟ به چه دلیل از ارایه بازخورد طفره می‌روند، چه عواملی در تصمیمشان تاثیر داشته و یا در چه صورتی می‌توانند در پروژه مشارکت کنند. برخی از دلایل عدم مشارکت افراد:
    • ‍احساس ناامنی از بازگو کردن حقایق
    • نداشتن سواد خواندن و نوشتن
    • چالش‌های روحی و روانی
    • تفاوت‌های زبانی، فرهنگی، سنی و غیره. موجب می‌شود گروه مجری فرصت‌های مناسب برای دریافت بازخورد از کودکان، مهاجران در باهمستان‌های میزبان، اقلیت‌های قومی یا اجتماعی و سایر افراد که به نوعی از گروه اکثریت متفاوت هستند، فراهم نکنند.
    • ضعیف‌بودن استراتژی‌های جلب مشارکت
    • ناکارآمد بودن سازوکار دریافت بازخورد
    • کافی‌نبودن انگیزه‌‌ و مشوق‌ها برای مشارکت

چه زمانی برای دریافت بازخورد مناسب است؟

زمان دریافت بازخورد با توجه به اینکه در چه مقطعی از اجرای پروژه یا روند مداخله باشیم اهمیت پیدا می‌کند. بازخوردهایی که در هر یک از مراحل برنامه‌ریزی، اجرا، بازبینی و ارزشیابی انجام می‌شوند دارای معانی و فواید مشخصی خواهند بود. برای مثال بازخورد مشارکت‌کنندگان در مرحله برنامه‌ریزی اطلاعات مفیدی در زمینه وضعیت موجود، ظرفیت‌ها و فرصت‌ها و همینطور میزان آمادگی و نوع اولویت‌های مشارک‌کنندگان به دست می‌دهد. یا بازخوردهایی که در مرحله ارزشیابی ارائه می‌شوند بازتاب میزان تاثیر فرایند بر مشارکت‌کنندگان است.  بنابراین بهتر است در طراحی سازوکار دریافت بازخورد مراحل مختلف پروژه را در نظر گرفته شود و سوالات و روش‌های دریافت بازخورد بر مبنای نیاز هر مرحله از پروژه تعریف شود.  

 بازخورد را چگونه دریافت کنیم؟

احتمالا در نگاه اول دریافت بازخورد از مشارکت‌کنندگان به سادگی پرسیدن یک سوال مشخص از افراد است. گاهی دریافت بازخورد همین قدر ساده و بی دردسر است اما اگر به دلایل عدم مشارکت افراد در فرایند بازخورد توجه کنیم به این نتیجه می‌رسیم که روند دریافت بازخورد نیاز به طراحی دقیق و به کارگیری ابزار و شیوه‌های مناسب دارد. ابزاری که به مشارکت‌کنندگان کمک کند فارغ از محدودیت‌ها و ملاحظاتی که دارند داوطلبانه اظهار نظر کنند. انتخاب ابزار و روش دریافت بازخورد براساس ویژگی‌های مشارکت‌کنندگان و نیازهای پروژه صورت می‌گیرد. یک روش ساده برای انتخاب ابزار و روش دریافت بازخورد به ویژه در ابتکارهایی که در آن بین مشارکت‌کنندگان تنوع وجود دارد، تهیه یک چک لیست ساده برای پیش‌بینی یا پیشنهاد روش‌های مناسب برای دریافت بازخورد است. مانند این نمونه ساده:

روش‌های رایج دریافت بازخورد

برای دریافت بازخورد، ابزار و روش‌های متعددی وجود دارد که انتخاب آن همانطور که در جدول شماره ۱ (تعیین روش دریافت بازخورد) آمده است بستگی به موقعیت پروژه و ويژگی‌های مشارکت‌کنندگان دارد. به‌کارگیری شیوه‌های مختلف این امکان را ایجاد می‌کند که تعداد بیشتری از مشارکت‌کنندگان اظهار نظر کنند و طیف متنوعی از بازخوردهای مختلف را ارائه دهند. اگرچه معمولا شیوه‌های دریافت بازخورد قابل تلفیق و حاصل نوآوری هستند اما شیوه‌های اصلی دریافت بازخورد را می‌توان به شرح زیر طبقه‌بندی کرد:

نظرسنجی. این شیوه نسبتا رایج دریافت بازخورد معمولا به چهار شیوه انجام می‌شود:

  • نظرسنجی کتبی (پرسشنامه را ارائه دهنده بازخورد تکمیل می‌کند)
  • نظرسنجی چهره به چهره (پرسشنامه را تسهیلگر یا مجری تکمیل می‌کند)
  • نظرسنجی تلفنی (پرسشنامه را تسهیلگر یا مجری تکمیل می‌کند)
  • نظرسنجی آنلاین (ایمیل، اینترنت) 

مصاحبه امکان گفت‌وگوی طولانی‌تر را برای دریافت بازخورد فراهم می‌کند. مصاحبه با نظرسنجی چهره به چهره متفاوت است. در نظرسنجی چهره به چهره سوالات از پیش برای گروهی از افراد تعیین می‌شود اما در مصاحبه سوالات برای شخص مصاحبه شونده طراحی می‌شوند و ممکن است در طول مصاحبه و بر اساس پاسخ‌هایی که دریافت می‌شود، تغییر کنند. مصاحبه برای دریافت بازخورد معمولا نیمه ساختار یافته است و هدف آن تمرکز بیشتر بر شنیدن صدای مصاحبه شونده است. 

مصاحبه در گروه‌های کوچک و یا بحث‌های متمرکز گروهی. مصاحبه درگروه‌های کوچک در جلسه‌ای با حضور تعدادی از کسانی که داوطلب ارائه بازخورد هستند برگزار می‌شود. این جلسات فرصت کافی برای اظهار نظر همه شرکت‌کنندگان ایجاد می‌کنند. موضوع و هدف مصاحبه از قبل مشخص می‌شود و مصاحبه شونده چند سوال محوری را برای طرح در جلسه ‌آماده می‌کند.   

گفت‌وگوهای غیررسمی شیوه مناسبی برای دریافت بازخوردهای غیرکلامی و غیرمستقیم است، به‌ویژه در مواقعی که:

  • دسترسی به همه مشارکت‌کنندگان امکان پذیر نیست.
  • مشارکت‌کنندگان تجربه حضور در جلسات رسمی را ندارند.
  • مشارکت‌کنندگان وقت یا توانایی شرکت در مصاحبه یا پاسخ به سوالات مستقیم و زیاد را ندارند.
  • فرصت طراحی پرسشنامه یا برنامه‌ریزی برای دریافت بازخورد وجود ندارد.

چند پیشنهاد برای دریافت بازخوردهای مناسب‌تر 

در هر یک از روش‌ها و یا ابزاری که برای دریافت بازخورد انتخاب می‌شود، رعایت برخی نکات می‌تواند احتمال دریافت بازخورد منطقی و صادقانه‌تر را افزایش دهد. برای مثال:

  • مشارکت‌کنندگان از ابتدای گفت‌وگو یا اجرای روش بدانند که هدف از این ارتباط دریافت بازخورد است. دانستن این موضوع باعث می‌شود با تمرکز و تفکر بیشتری به سوالات پاسخ دهند و احساس سازنده بودن داشته باشند. 
  • تا جایی که مقدور است برای مشارکت‌کنندگان مشخص کنیم که در چه زمینه‌ای از آنها بازخورد می‌خواهیم. با طرح چند سوال ساده پیش از انجام گفت‌وگو می‌شود زمینه دریافت بازخورد را مشخص کرد. 
  • به مشارکت‌کنندگان بگوییم از بازخوردهایی که گردآوری می‌شود چه استفاده‌ای خواهد شد یا بازخورد آنها به چه دردی می‌خورد، یا اینکه به چه دلیل بازخورد آنها موجب بهبود عملکرد و یا حتی بهتر شدن وضعیت خودشان خواهد شد.
  • به مشارکت‌کنندگان اطمینان دهیم که نتایج بازخورد و تحلیل‌ نهایی را به اطلاعشان می‌رسانیم و در اولین فرصت نتیجه را به آنها گزارش دهیم. 

از بازخوردهای دریافتی چطور استفاده کنیم؟

تنها هدف از دریافت بازخورد بهتر شدن عملکرد و افزایش میزان رضایت‌مندی مشارکت‌کنندگان و ذینفعان است. بنابراین لازم است بازخوردها تحلیل و بررسی شوند و نتایج در جهت بهبود شرایط استفاده شود. چنانچه گروه مجری از ابتدای برنامه‌ریزی برای دریافت بازخورد مشارکت‌کنندگان برنامه‌ریزی کرده‌ باشد می‌تواند از برآیند بازخوردها در بخش‌های مختلف نیز بهره ببرد:

  • ارزیابی و نیازسنجی اولیه 
  • شناسایی نیازها و مشکلات و اولویت‌های مشارکت‌کنندگان در هنگام برنامه‌ریزی 
  • شناسایی محدودیت‌ها و تهدیدها 
  • درک بهتر روند تغییر در باهمستان یا هرگونه تغییر در بین مشارکت‌کنندگان و ذینفعان 
  • میزان رضایتمندی یا نارضایتی مشارکت‌کنندگان از روند اجرای پروژه 
  • شناخت نقاط ضعف، بدقولی‌ها، ناکارآمدی پرسنل 
  • آشنایی با روحیات و احساسات مشارکت‌کنندگان 
  • ارزشیابی و پایش 
  • برنامه‌ریزی مراحل بعدی و یا تکرار و تعمیم اقدامات 
  • همرسانی و ترویج فعالیت‌ها  

چگونه سازوکاری برای دریافت مستمر بازخورد طراحی کنیم؟

دریافت بازخورد از مشارکت‌کنندگان به یک بار محدود نمی‌شود. طراحی سازوکاری برای دریافت مستمر بازخورد از مشارکت‌کنندگان و تحلیل آن در جهت بهبود عملکرد یکی از اقداماتی است که لازم است به عنوان بخشی از فرهنگ سازمانی پذیرفته شود. یکی از روش‌های ماندگاری و نهادینه‌کردن مستندسازی و تهیه دستورالعمل‌های اجرایی است. دستورالعملی که اجرای آن محدود به پرسنل یک پروژه نیست و با ورود و خروج پرسنل به فراموشی سپرده نمی‌شود. سازوکار دریافت بازخورد براساس نیازهای پروژه و ویژگی شرکت‌کنندگان طراحی می‌شود. بخش‌های مختلف این دستورالعمل شامل مواردیست که در این مقاله به آن اشاره شد.

در اقداماتی که در باهمستان انجام می‌شود جلب مشارکت کامل همه اعضای باهمستان به راحتی امکان‌پذیر نیست. علاوه بر این معمولا با توسعه فعالیت‌ها و گسترش محدوده جغرافیایی اجرای پروژه یا افزایش تعداد بهره‌مندان احتمال مشارکت کامل، کمتر هم می‌شود. برای مثال در یک برنامه پیشگیری از استفاده از دخانیات برای نوجوانان، مشارکت سایر اعضای باهمستان به اندازه مشارکت نوجوانان دارای اهمیت نیست. اما از طرفی سایر اعضای باهمستان علیرغم اینکه در روند پروژه به طور مستقیم مشارکت ندارند اما مایلند بدانند در محیط زندگی‌شان و یا در باهمستانشان چه می‌گذرد. با اطلاع‌رسانی در مورد فرایند و دستاوردها و نتایج مثبت و منفی آن در باهمستان می‌توان آنها را در جریان رویدادها قرار داد. در این مقاله نحوه پاسخ‌گویی به این نیاز باهمستان را بررسی می‌کنیم. 

منظور از گزارش‌های رسمی چیست؟

در طول پروژه به شکل‌های مختلف در مورد اقدامات خبررسانی می‌شود؛ در حین گفت‌وگوهایی که در جلسات انجام می‌شود، در سلام و احوالپرسی‌های روزانه میان اعضای باهمستان و یا اعضای تیم اجرایی، یا در نشست و برخاست‌های محلی، اعضای باهمستان با هم در مورد اقداماتی که انجام می‌شود صحبت می‌کنند و گاهی از گروه مجری هم در مورد روند پروژه سوال می‌کنند و پاسخی می‌شنوند. همه این موارد به نوعی گزارش‌دهی است که به شکل غیررسمی ارائه می‌شود. در گزارش‌های غیررسمی به دلیل پراکنده بودن اطلاعات و یکسان نبودن میزان آگاهی افراد از اقداماتی که انجام می‌شود احتمال تحریف واقعیت وجود دارد و اغلب منجر به سوء تفاهم و مناقشه و در بدترین حالت شکست پروژه می‌شود. چاره پیشگیری از این وضعیت تهیه گزارش‌های رسمی و ارائه آن در سطح باهمستان است. گزارش رسمی گزارشی است که:

  • به طور منظم (هفتگی، ماهانه، فصلی یا سالانه) و از یک مبدا مشخص اعلام می‌شود. 
  • بر مبنای شاخص‌های کمی یا کیفی که از پیش تعیین شده، تهیه می‌شود.
  • چارچوب و ساختار مشخص و یکسانی دارد و به مخاطب این امکان را می‌دهد که روند پیشرفت را در مقایسه با گزارش‌های قبلی پیگیری کند. 
  • با بیان دستاوردها و نتایج هر مرحله، خلاصه‌ای از اقدامات بعدی را اعلام می‌کند. 

چرا ارایه گزارش‌های رسمی به عموم مردم دارای اهمیت است؟

گزارش‌ ابزار مناسبی برای شفافیت و پاسخگویی است. اگرچه تهیه گزارش به تنهایی تضمینی برای شفافیت نیست، اما اصل پاسخگویی و شفافیت بر مبنای گزارش‌دهی است. علاوه بر این تهیه و انتشار گزارش‌های رسمی:

  • موجب افزایش مشارکت و همکاری اعضای باهمستان در فرآیند می‌شود و به دلیل ماهیت رسمی آن در بین مشارکت‌کنندگان احساس تعلق خاطر و اعتبار اجتماعی ایجاد می‌کند. 
  • به تلاش‌هایی که در باهمستان انجام می‌شود هویت رسمی‌تری می‌دهد و مبنای معتبری برای معرفی اقدامات در خارج از باهمستان می‌شود.
  • برای مشارکت‌کنندگان و سایر ذینفعان امکان رهگیری و نظارت بر اقدامات را ایجاد می‌کند.
  • زمینه را برای دریافت بازخورد و پیشنهادهای جدید در مورد بخش‌های مختلف پروژه فراهم می‌کند.

  • محدودیت‌ها و موانع موجود، دقیق‌تر معرفی می‌شوند و به برنامه‌ریزان و مشارکت‌کنندگان کمک می‌کند آگاهانه‌تر نسبت به ادامه روند فکر و برنامه‌ریزی کنند. 

چه کسانی باید درتهیه گزارش‌های رسمی عمومی نقش داشته باشند؟

گزارش‌های رسمی زمانی مفید و موثر خواهند بود که به دست مخاطب برسند. مخاطبان اصلی گزارش‌های رسمی (در ابتکارهای محلی)، مشارکت‌کنندگان مستقیم و غیرمستقیم آن اقدامات هستند. این افراد و گروه‌ها به شکل‌‌های مختلف و به میزان متفاوتی می‌توانند در تهیه گزارش‌های رسمی نقش داشته باشند. مانند اعضای باهمستان یا کسانی که پروژه با هدف تغییر مثبت در وضعیت آنان تعریف شده، ذینفعان دولتی و غیردولتی و بخش خصوصی، افراد و گروه‌هایی که شاهد ایجاد تغییرات هستند، افراد و گروه‌هایی که مسئولیت برنامه‌ریزی و اجرا را به عهده دارند. 

بدیهی است که نحوه همکاری این افراد در تهیه گزارش‌ متفاوت است و طیف متنوعی از همکاری شامل گردآوری اطلاعات، تحلیل و بررسی، تهیه متون و تصاویر، انتشار و توزیع را شامل می‌شود. 

چه زمانی باید یک گزارش رسمی عمومی تهیه کرد؟

گزارش‌های رسمی در مقاطع مختلف پروژه تهیه می‌شوند و به دلیل ماهیت رسمی که دارند تعیین بازه زمانی مشخص برای انتشار آن اهمیت دارد. مثل گزارش‌های ماهانه یا سه ماهه و یا گزارش‌های عملکرد که در پایان پروژه تهیه می‌شود. علاوه بر این گاهی مجریان پروژه تصمیم می‌گیرند در پاسخ به نیازی که ایجاد می‌شود یک گزارش رسمی را در سطح عمومی منتشر کنند. مانند:

  • وقتی که در مورد یک یا چند بخش از پروژه ابهاماتی در بین مشارکت‌کنندگان و دست‌اندکاران ایجاد شده است. برای مثال زمانی که ذینفعان و مشارکت‌کنندگان اتهاماتی را در زمینه منابع مالی به یکدیگر وارد می‌کنند. در اینصورت یک گزارش رسمی از جزییات بودجه و هزینه‌ها راه‌حل مناسبی برای حل اختلاف است. 
  • وقتی که اجرای یکی از بندهای پروژه امنیت یا سلامت و یا محیط زندگی مشارکت‌کنندگان را به خطر بیندازد و تهدید محسوب شود. در اینصورت جزییات مربوط به آن بند به مشورت گذاشته می‌شود و نتیجه مذاکره و راه‌حل یا تصمیمی که برای آن در نظر گرفته شده به صورت یک گزارش رسمی اعلام می‌شود. 
  • وقتی که اطلاع‌رسانی در مورد یک موضوع ضرورت پیدا می‌کند. مثلا زمانی که پژوهشگران در حین تحقیق در مورد رژیم غذایی کودکان متوجه می‌شوند که با ضدعفونی کردن تره‌بار و میوه‌ها در خانه می‌توان تا بیش از ۹۰ درصد از بروز مسمومیت ناشی از ای‌کولای در کودکان پیشگیری کرد. 

چطور یک گزارش رسمی تهیه کنیم؟

  • ایجاد یک گروه برنامه‌ریزی 

منظور از برنامه‌ریزی برای گزارش‌، تصمیم‌گیری برای محتوا، روش تهیه گزارش و نحوه انتقال آن است. ایجاد گروهی که بتواند از تمام مشارکت‌کنندگان و ذینفعان نمایندگی کند باعث اعتبار بیشتر گزارش و افزایش میزان شفافیت و پاسخگویی دست‌اندرکاران پروژه می‌شود. مهمترین هدف این گروه، برنامه‌ریزی برای تهیه گزارشی‌ است که بتواند در مورد عملکرد پروژه به مخاطب عام و ذینفعان و مشارکت‌کنندگان اطلاع‌رسانی کند و بر آنها تاثیر بگذارد. 

  • تعیین هدف 

تصمیم‌گیری برای تعیین هدف و محتوای گزارش رسمی خوب است با همفکری و مشارکت گروه برنامه‌ریزی انجام شود. اگرچه گزارش‌های رسمی به صورت منظم تهیه و منتشر می‌شوند، اما نوع تاکید بر فعالیت‌ها و دستاوردهای پروژه و شیوه ارائه ‌آن نیز در میزان تاثیرگذاری بر مخاطب و انتقال پیام موثر است. بنابراین گروه برنامه‌ریزی باید پیش از تهیه گزارش هدف آن را مشخص کند. برای مثال در مقطعی از پروژه گزارش رسمی با هدف تقویت مشارکت یا حمایت مقامات دولتی تهیه می‌شود. در یک مقطع دیگر با هدف هشدار دادن و آگاه‌سازی در مورد یک اتفاق قریب‌الوقوع.

  • مشاوره با ذینفعان و گردآوری اطلاعات 

دریافت مشاوره از ذینفعان در فرآیند گزارش‌دهی عمومی منجر به یک شناخت همسطح از وضعیت پروژه می‌شود. علاوه بر این گزارش‌های عمومی فرصت مناسبی برای معرفی نقش و وظایف ذینفعان به سایر مشارکت‌کنندگان است. اگر این معرفی با هماهنگی و مشورت خود ذینفعان باشد، اطلاعاتی که در مورد آنها در سطح عمومی منتشر می‌شود دقیق‌تر و دارای اعتبار بیشتری خواهد بود.  

  • تعیین و اولویت‌بندی مخاطبان شیوه‌های انتقال پیام

شاید به نظر برسد در یک گزارش رسمی که در سطح عمومی منتشر می‌شود تعیین و اولویت‌بندی مخاطب لزومی ندارد. اما تعریف مخاطب عمومی با توجه به اهداف و مقیاس پروژه متفاوت است. برای مثال در یک گزارش‌ رسمی عمومی که سازمان بهداشت جهانی منتشر می‌کند مخاطب تمام جمعیت جهان هستند. اما در یک گزارش رسمی که هدفش بیان دستاوردهای یک پروژه کوچک در یک روستا یا محله است مخاطبان ساکنان آن محل و سایر ذینفعان هستند. بنابراین در هنگام طراحی گزارش‌های رسمی عمومی شناسایی ویژگی‌های مخاطب و نیازها و اولویت‌هایشان مهم است. منظور از اولویت‌های مخاطبان این است که از پیش بدانیم مخاطب‌های گزارش علاقمند به دریافت چه نوع پیام‌هایی هستند، به چه منابعی اعتماد دارند، چه ابزار و رسانه‌ای را برای دریافت گزارش ترجیح می‌دهند. زبان و فرهنگ اکثریت مخاطبان چیست. چه کسانی در اقلیت هستند و غیره. دانستن این اطلاعات به ما کمک می‌کند زبان و قالب گزارش رسمی را متناسب با نیازهای مخاطب تعریف کنیم.

  • مناسب‌سازی محتوای گزارش برای مخاطبان مختلف 

بعد از تعیین اهداف و اولویت‌های گزارش رسمی، لازم است محتوای پیام متناسب با ویژگی‌های مخاطب طراحی شود. معمولا برخی از ویژگی‌ها کلیدی هستند مانند زبان یا سن مخاطبان و برخی از ویژگی‌ها دارای اهمیت کمتری هستند. مانند خاستگاه اجتماعی یا اقتصادی. برای مثال گزارشی که با هدف معرفی روش‌های ضدعفونی سبزیجات تهیه می‌شود در یک منطقه کرد نشین به زبان کردی نوشته می‌شود و در یک منطقه ترک نشین به زبان ترکی، اگر در این مناطق مخاطبان سواد خواندن نوشتن نداشته باشند گزارش رسمی لازم است به صورت مصور و یا در قالب برنامه‌های رادیویی یا تلویزیونی تهیه شود. 

  • طراحی و اجرای یک کمپین دایمی اطلاع‌رسانی که مبتنی بر گزارش‌دهی مستمر است

فرایند گزار‌ش‌دهی اگر به یک کمپین دائمی تبدیل شود، می‌تواند یک فرهنگ سازمانی ایجاد کند. در اینصورت گزارش‌دهی رسمی بخش ثابتی از وظایف سازمان یا نهاد مجری می‌شود و امکان اطلاع‌رسانی در سطح گسترده‌تری فراهم می‌شود مانند:

  • ثبت روایت‌های شخصی از پروژه و تاثیری که در زندگی افراد ایجاد شده
  • اعلام درخواست از اعضای باهمستان یا جذب نیروهای داوطلب 
  • ارایه گزارش‌های مستمر پیشرفت کار 
  • گزارش‌های سالانه و نتایج ارزشیابی‌ها 
  • اطلاع‌رسانی در مورد تصمیم‌گیری‌ها و تجدیدنظرها 
  • جلب مشارکت و ایجاد و تقویت انگیزه در بین مشارکت‌کنندگان 
  • آگاه‌سازی، آموزش و پیشگیری از بحران 

 

  • دریافت بازخورد از پیش‌نویس اولیه گزارش 

به منظور افزایش اثربخشی گزارش بهتر است پیش‌نویس اولیه با گروه کوچکی از مخاطبان به اشتراک گذاشته شود و نسخه نهایی براساس بازخوردهای آنان تهیه شود. برای این منظور کافیست: 

  • تعدادی از مخاطبان را به نمایندگی از کل مخاطبان به یک جلسه دعوت کنید. 
  • پیش‌نویس یا نسخه اولیه گزارش را (در هر قالبی که هست) در جلسه ارائه کنید.
  • از شرکت‌کنندگان بخواهید نظرشان را در مورد گزارش بیان کنند. 
  • پاسخ‌ها را با هدفی که از پیش برای گزارش تعیین کرده‌اید مقایسه کنید و با توجه به بازخوردهایی که دریافت کردید نسخه نهایی را تهیه کنید.

 

  • جلب همراهی و حمایت مقامات دولتی 

تصمیم‌گیران، سیاست‌گذاران و مقامات محلی، قدرت و نفوذ کافی برای معرفی اقداماتی را که در باهمستان انجام می‌شود، در سطح عمومی دارند. بنابراین جلب حمایت آنان علاوه بر اینکه دسترسی به عموم مردم را تسهیل می‌کند، به گزارش‌های رسمی عمومی رسمیت و اعتبار بیشتری می‌بخشد. اولین قدم برای همکاری با بخش دولتی آشنایی با دغدغه‌ها و اولویت‌های آنان است. درخواست همکاری از افرادی که بیش از دیگران مشکلات و نیازهای باهمستان را می‌شناسند و مایلند نقشی در ایجاد تغییر مثبت داشته باشند کار دشواری نیست. 

بهترین روش آموزش این افراد در مورد اهداف و فعالیت‌های پروژه، این است که از آنها برای حضور در همه جلسات و نشست‌ها در طول فرایند دعوت کنیم. همانطور که در حالت مطلوب انتظار می‌رود اعضای باهمستان نسبت به محل زندگیشان احساس تعلق خاطر داشته باشند، مشارکت سایر ذینفعان از جمله مقامات دولتی هم زمانی تاثیرگذار و تعیین کننده است که آنها هم نسبت به باهمستان احساس تعلق خاطر داشته باشند.

  • تشویق مخاطبان برای استفاده سازنده از محتوای گزارش 

دریافت بازخورد از مخاطبان حتی بعد از انتشار گزارش رسمی هم برای مخاطبان و ذینفعان و هم برای گروه مجری مفید و سازنده خواهد بود. یکی از ساده‌ترین شیوه‌های بررسی گزارش و دریافت بازخورد برگزاری جلساتی به همین منظور است. آنچه از چنین جلسه‌ای انتظار می‌رود این است که به ابهامات و سوالاتی که در مورد محتوای گزارش ایجاد شده پاسخ داده شود و دستاوردها و نتایجی که در گزارش به آن اشاره شده نقد و بررسی شود. از این رو گزارش‌های رسمی عمومی علاوه بر کارکرد اطلاع‌رسانی، آگاهسازی، شفافیت و پاسخگویی، منبع و مرجع قابل توجهی برای ارزشیابی و پایش اقدامات هستند. 

  • استمرار کمپین‌ اطلاع‌رسانی و گزارش‌دهی

استمرار در روند گزارش‌دهی علاوه بر اینکه موجب افزایش شفافیت و پاسخگویی می‌شود، به دلیل سازوکارهای دریافت بازخورد و بازبینی که در آن دیده می‌شود می‌تواند منجر به بهبود عملکرد پروژه و گسترش و پایداری اثرات آن باشد. 

خلاصه

اطلاع‌رسانی و شفافیت پایه و اساس اعتماد است و گزارش‌‌های رسمی یکی از مناسب‌ترین ابزارها برای اطلاع‌رسانی و حصول اطمینان از شفافیت و پاسخگویی هستند. برقراری ارتباط با مشارکت‌کنندگان و ذینفعان از ابتدای فرایند علاوه بر اینکه موجب شکل‌گیری اعتماد در بین طرفین می‌شود، فرصت‌های ارزشمندی برای ابراز انتقادهای سازنده و در نتیجه افزایش کارآمدی اقدامات ایجاد می‌کند. 

همکاری همه ذینفعان از جمله مشارکت‌کنندگان و دست‌اندرکاران دولتی و غیردولتی در تهیه گزارش‌های رسمی و دریافت بازخورد از ‌آنان در طول فرایند گزارش‌دهی باعث می‌شود همه به یک اندازه نسبت به صحت و اعتبار گزارش‌ها توافق داشته باشند. 

طراحی و اجرای کمپین‌های اطلاع‌رسانی و گزارش‌دهی می‌تواند گزارش‌دهی و پاسخگویی مستمر را به یک فرهنگ سازمانی تبدیل کند و برای سازمان یا گروه مجری خوش‌نامی و اعتبار به ارمغان آورد.
