Analyzing Problems and Goals

When we give a "name" to an issue or problem, we frame how we think about its causes. How we analyze an issue - what questions we ask about it - determines the types of solutions that are considered. Community planning can be enhanced by carefully naming and analyzing the issues that matter to local communities.
